*BSD merge policy

KAME implements various stuff that are not stable yet
specwise/implementation-wise

We only integrate stuff to *BSD only if they become concrete
RFC, proven to be useful and stable

For instance...
mobile-ip6 is yet to become RFC
Protocol number/parameter is not assigned yet
Therefore, it is not merged into *BSD

IPR issues
Recently many of proposed technologies have IPR constraints, which prohibits us from merging
We are working on the issues one by one
